I looked into this a bit more and found an article explaining the process of
provisioning a VM to a datastore cluster (aka storage pod) using Storage DRS
recommendations:

Basically it's a two step process: (1) calling RecommendDatastores() to get the
recommended datastore in a datastore cluster and then (2) calling
ApplyStorageDrsRecommendation_Task() to actually create or clone the VM.
