This defect requires reorganizing networks.xml file, which has a dependency on
other patches that are submitted. Removeing <xi:include
href="load-balancer-rules.xml" xmlns:xi="http://www.w3.org/2001/XInclude"; />,
and adding that to the external-firewalls-and-load-balancers.xml file would fix
this issue.
