When user tries to add a guest Network with scope as "Account" , he should NOT
be presented with "Offering for shared security group enabled"
Set up - SG Enabled Advanced Zone
When user tries to add a guest Network with scope as "Account" , he is
presented with an option to choose "Offering for shared security group enabled"
as Network offering.
In this case he should NOT be presented with "Offering for shared security
group enabled"
