If one of the admins disables PODs/Clusters and other admins try to start VMs
on these disabled PODs/Clusters, there should be a warning asking them that
they are trying to deploy VMs on disabled PODs/Clusters. If they still go ahead
to do that, then should be an alert logged in the event system.
