In cloudstack presently the dashboard displays the capacities based on the
overprovisioning factor.
As a part of the cpu and ram overcommit feature i have to change the dashboard
behavior to avoid showing the percentage utilization more than 100 (might
happen after decreasing the overcommit ratio.). Presently my code changes show
the actual values on the dashboard. please comment on this, ie why do we
display overcommited capacities and not the actual values.
I will fix the code based on the result of this discussion.
