This should be fixed. Changed references to 'cloud-agent' package to
'cloudstack-agent' and 'cloud-setup-agent' to 'cloudstack-setup-agent'. Tested
in 4.1 and cherry-picked into master. 53ae738d5681f554afff68264ed67ad17085805f
