Some Troubleshooting you can try:
1. Is the console system VM up and running in the web ui
2. Are you able to login to the console VM via ssh
(ssh -i .ssh/id_rsa.cloud -p 3922 "linklocal-ip-of-console-vm")
3. Once 2. is done do you see a process named cloud running?
(service cloud status)
