With the addition of Egress Firewall rules, all of the networks that have a
network offering with FW service enabled using VR would block the outgoing
traffic by default. This would work for a lot of customers who require
additional security.
But there might be a whole lot of customers who would want to keep the
functionality like Amazon and not have all of the Egress traffic being blocked
by default.
This ticket is to provide an improvement to have the default behavior
controlled by a flag.
