Description:
AWS Regions - Remove the concept of having an owner region for
domain/account/user objects.
Since CloudStack is NOT responsible for propagation of domain/account/user data
between regions , there should be no need for us to maintain a a concept of 1
region being the owner for domain/account/user and allow delete/edit operations
to be done only by owners.
There will be no need to have a region_id in domain/account/user tables.
There will be no need to have apikey and secret key being stored for region
tables.
