Resolution: Cannot Reproduce
I am not seeing these issues. It seems to be a setup issue.
It is going fine in my setup with the latest HEAD of both 4.1/MASTER.
I am using package.sh script directly to package.

In order to further look into it I am unable to login as jenkins (user) in
http://jenkins.cloudstack.org but I have my private credentials..
