Used for CPU overprovisioning calculation; available CPU will be
(actualCpuCapacity * cpu.overprovisioning.factor)
Since overcommit ratio can be set on cluster level ,
cpu.overprovisioning.factor is not going to be in use , we should not have
this parameter in global settings.
