In the case of upgrade, for KVM anyway, it requires that the KVM host be 
rebooted. This is because the agent needs to change how it's numbering the 
guest bridges. If the agent is simply restarted, it is supposed to see that you 
have old cloudVirBr naming and keep using it for compatibility (this was a 
requirement per Edison). 

We may want to document that.
