UI - Shared network - create network - We are not allowed to create a IPV4
network (without IPV6 parameters).
Create a IPV4 shared network without passing any IPV6 parameters like , ipv6
gateway , ipv6 cidr, ipv6 startip and ipv6 endIp.
UI does not allow this action and prompts users to add all the ipv46 parameters
as required parameters.
User should be allowed to create a PV4 network (without IPV6 parameters).
