VMware's Project Onyx may be able to help here. It's designed to sit between your vCenter Server and VI Client and can output commands in a number of formats, including raw SOAP, for events that happen.
I'm not sure if it only worsk with the VI Client, or if it will be possible to use between CloudStack and vCenter Server.
