Hi
I first tried the 4.0.1 RPMs from the public repo, and it was not
working. So I checked around, and grab the RPMs from Jenkins
(CloudStack-non-OSS-13.tar.bz2). But even with the packages from
Jenkins, it's still no go. It's working OK using the 4.0 version (on
another CS server).

AFAIK, oss build won't have NetScaler you need to have nonoss to have Netscaler
