Full Withdrawal & Deleting Inactive Members in NOCA

What are the steps to a full withdrawal (for a recently deceased member) in NOCA?  I understand it is a two-step process, but am not sure what the two steps are and how to do them.  We have some members who have withdrawn, but are still shown as Active.  How can I delete them?  Also, some active members have delete after their names.  How do I remove this?  I've tried editing a member's profile, but that doesn't have a category showing whether they are active or not, only their address, etc. Does NOCA have an online manual that gives step-by-step instructions? Any help you can provide will be very much appreciated.
