We had a real bear of a time changing treasurers with Waterhouse.  We made
phone calls, wrote letters, etc. and it all seemed to go in a black hole.
After 6 months of trouble, I wrote a letter explaining our trouble, and the
necessary change, then delivered it in person to the branch manager.  Of
course I also informed him that unless the matter was favorably resolved
within 5 business days, we would move the club account as well as our
personal accounts.  The matter was fixed within 24 hours.

Apparently the process changes depending on who gets the request.  They also
have some specific rules about how to do it, but unfortunetly they don't
tell you what the rules are unless you make an issue about it.
The branch manager can resolve these things if you can get to them.  With
their current phone system, it's difficult to get to the manager.
Fortunately in our case the branch office is near by.
