PHP-Nuke does suck big time. There are so many things that are done wrong.
On the plus side it has a lot of people working on it, large community support, a great collection of ready to use graphics and can be setup fast.
As for security, any site that is on the Internet runs the risk of being owned.
Your odds at being owned are just as good if you make a dynamic web site your self.
