Yes, any partition tool including the ones that come on Linux or Windows install disks will let you delete partitions. Just make sure that all the partitions are gone, and you only see free space on the drive. Then use the Windows installer to create a NTFS or FAT32 partition, format it and install. Of course, this begs the question, why are you trying to get rid of Linux? Is there anything we can help you out with?
