One thing that comes up is a matter of pointing to the correct device for the
touchpad.

When I was configuring X, I was able to use /dev/input/mice as the device for
all my pointing devices. I think X defaults to /dev/mouse0 or something
similar. To point to a specific device I had to change that
to /dev/input/mouse0.

So maybe KDE thinks your touchpad is at a device that isn't currently being
used? If so, then you'll need to tell KDE which device is your touchpad...
don't know if there's a nice GUI for this, or if you'll have to find a config
file somewhere....
