Even in ubuntu, you *might* want PHP installed for command line purposes 
only, and not configure the web server to process PHP scripts.  It 
wouldn't really make sense to me to automagically decide that if PHP is 
being installed that it should be enabled in Apache.  Afterall, you can 
install PHP without Apache even... :)

But, I'm talking out of my arse here - I haven't had a need to setup 
Apache/PHP on a ubuntu based server yet.
