http://Link2Voip.com can give you end points and phone numbers for any area you like. They also have a service where they provide you with the DPBX so you do not need to run your own Asterisk, they do it for you. Then you can use a VoIP client on any of the OS's that your netbook runs. You can even get an app for any smart phone that could connect to it.
