When you plug in the phone, you should see a USB symbol in the notification bar on the top of the screen. If you pull down the notification bar and tap on the USB icon, you should get an option to select mass USB storage mode. You'll also need to make sure you have the 3G USB device driver installed. Many minimalist distros don't include uncommonly used drivers by default. As I learned on Arch Linux, make sure you use a USB 2 port. The 3G driver doesn't play nicely with USB 3.
