"More Secure" needs to be better defined before you can use the term to
differentiate the approaches.

I prefer SSH + tunnels because it is point-to-point and can be
configured to not route, or forced to route in a very specific manner.

I do use both SSH & OpenVPN.  When I need to provide specific resource
access to specific entities (usually people) then I go with SSH +
tunnels.   When I need to open one sub-net to work so co-workers may
access my lab equipment I go with OpenVPN.  My OpenVPN network has a
traffic monitor on it that makes an audible "click" for every packet ...
easy for me to know when someone is connected.

Preventing/Mitigating attacks on the server is an exercise for both
solutions - SSH: turn off passwords and use keys only.
