There are several standards for signalling over ac-wires and also wireless.
These include x-10, Insteon, zwave and UPB.
All have their relative advantages and disadvantages, but they do have csa
approved devices, and this is important if you are controlling ac devices.

As for temperature sensors you could try something like this:

For wifi connection you might want to try something like Synapse modules.

For around $30.00 (parts) per node you could configure a network with each
node being able to read temp, humidity motion etc as well as turn devices
on and off.
The one down side to these devices is that I do not believe that they are
open source.

These devices do have a serial interface and should be able to be
controlled by any computer.
There is an IDE available for Windows, Mac and Linux, and the scripting
language is a sub-set of Python.

I have a similar project of my own in progress and would be more than
