There are several standards for signalling over ac-wires and also wireless. These include x-10, Insteon, zwave and UPB. All have their relative advantages and disadvantages, but they do have csa approved devices, and this is important if you are controlling ac devices.
A good link to see what is available is http://www.aartech.ca/ As for temperature sensors you could try something like this: http://dx.com/p/arduino-digital-temperature-humidity-sensor-module-121350 For wifi connection you might want to try something like Synapse modules. http://www.synapse-wireless.com/ For around $30.00 (parts) per node you could configure a network with each node being able to read temp, humidity motion etc as well as turn devices on and off. The one down side to these devices is that I do not believe that they are open source. They are available locally at https://solarbotics.com/catalog/wireless/synapse/ . These devices do have a serial interface and should be able to be controlled by any computer. There is an IDE available for Windows, Mac and Linux, and the scripting language is a sub-set of Python. I have a similar project of my own in progress and would be more than willing to discuss this further.
