After thinking about this more I realized that we may need to specify packaging properties for files installed by install(TARGETS) too. The actual set of destination paths may not be known at configuration time. Therefore such properties would have to be set as part of the install() command call. Perhaps instead we should go ahead and create an "INSTALL" property type.
