Can you use GCC on that platform? If you can, then a good way forward would be to use GCC to compile CMake and create a Modules/Platform/ file for the platform. That would make CMake usable there. Then you could add files in Modules/Compiler to make the z/OS compiler usable (if any new files are needed) as a separate follow-up task.
