target_link_libraries() is being used in the example code in the cmake-compile-features(7) manual http://www.cmake.org/cmake/help/v3.2/manual/cmake-compile-features.7.html#manual:cmake-compile-features(7) but target_include_directories() was probably meant to be used. The sentence that starts with "Consuming code then" indicates that the example is about using the appropriate include directory.
