Here is a CMakeLists.txt that will give you the desired layout.
I also see that MACOSX_PACKAGE_LOCATION doesn't work with RESOURCE.

Now I'm wondering what does the RESOURCE target property do that 
MACOSX_PACKAGE_LOCATION doesn't already support?
