It appears the following logic implements that desired default

find_package(PythonInterp 3)
find_package(PythonInterp 2)
So far so good, but I am sure there will be some of our users that
prefer Python 2 even when Python 3 is installed on their system.
find_package(PythonInterp 2 EXACT)
