No, those are interpreted by the buildsystem and converted
into flags passed to the compiler.  Running

    env CFLAGS=-DFOO cc foo.c

does not use those flags to compile `foo.c`.

`SOURCE_DATE_EPOCH` is directly interpreted by the compiler.
