[CMake] CPack Stripping Debug

When compiling a binary with CMAKE_BUILD_TYPE as RelWithDebInfo, I 
verify that the binary has debug symbols, but when I generate an rpm 
using Cpack the debug symbols are lost.  What's causing this?
