Changing from Win XP to Win 7 means you have to get used to a "more secure" permissions model among other things.
Do you have the problem if you run this in a "run as administrator" scenario? For the "access is denied" problem: do you have full permissions to the directory in question? If you go to its parent directory in a Windows explorer window, can you delete the directory and try again? Does it prompt you that it needs more credentials when you try to delete it?
