Not really written anywhere but that would be nice page to add to the wiki. That said Eike is perfectly right with the process: 1) format patch 2) create a feature request / bug report on http://www.cmake.org/Bug/ Usually 0) would be to check the bug tracker for any already existing entry regarding the issue and/or try with CMake git master branch in order to be up-to-date.
