Indeed, that's why I suggested to promote some sort of incubation scheme, to motivate creators of those modules to join efforts. That's why, for many software packages, there are M modules for P projects (P >= M), but none is complete enough to make it upstream into CMake, thus lots of ubiquitous and major software packages have no official support in CMake.
