I finally got an answer on stackoverwflow, http://stackoverflow.com/questions/18965206/how-get-cpack-to-generate-correct-start-menu-shortcuts Now I know it is a known bug for a long time. http://public.kitware.com/Bug/print_bug_page.php?bug_id=9846 And it probably never get fixed?
