Try
set_target_properties(x265-static PROPERTIES COMPILE_FLAGS "-fPIC")
Alternately, something like
set (CMAKE_CXX_FLAGS "${CMAKE_CXX_FLAGS} -fPIC")
when compiling the files in question.
