bed holed--Florida

We are trying to figure out our "magic number" to be able to do bed hold for 
our Medicaid residents.  We are a 210 bed center.  We have varying opinions 
from 5% of capacity empty all the way to 30% capacity.  I realize that every 
state is different.  Anyone know how we can get the information?
