There is no "rule" that I know of, but Medicare audits
of time have always been suspect of time that is
always the same.  This makes sense that we can not
plan and use our time this exact.  One resident may
take longer, have more problems, need to go to the
bathroom, etc.  Many companies are now using stop
watches to time the billable and recordable MDS time.
