It is not required. Section I3 is used first
for codes of diagnoses not in the checkboxes and then to further clarify the
diagnoses present in the checkboxes. Since you are coding the ulcer in
Section M, if there were other diagnoses that were not coded anywhere else on
the MDS, they would take precedence in section I3. But, if you were
covering the resident for the ulcer, it would seem a good practice to have the
ICD-9 code for the ulcer in I3.
