Since the runtime is so difficult, what about factoring the problem into smaller somewhat-modular pieces? Perhaps 3 flavors of GC and 4 flavors of exception handling would be easier to customize and roll out and maintain than The One True Runtime???
Perhaps lowering some barriers to hackability / customization would encourage substantial help? Let the "market" determine which collection of components win?
