and to edit the static html-file AND the database copy.

Additional it would be favourably that the CMS would manage the menus also dynamically. Any other features
like user management etc. are not very important because there already exist comparable functions now for our
project.
If possible our desired CMS should be written in PHP or Perl and use MySQL.

If you want to use PHP and MySQL, then I would suggest: Midgard (resp. Aegir CMS) or Postnuke (depends on the type of publication you have) or Bitflux.
