You could give Plume a try (it used to be called XulIT). It produces XHTML 1.0 strict. It doesn't have as many features as some other CMSs though, and the developer is about to overhaul the code. I tried it last year and didn't find it as easy to use as other CMSs - just downloaded the latest release so I'll see what it's like.

Trust me, I work with one.
I know, I've worked on CMS development myself on and off since 1996 in EDU and COM. It's amazing they haven't matured to work with web standards.
At the same time there are a lot of issues for those that try.
When and if I get more time I will be looking more at Forrest and Cocoon/Lenya.
