On a second look I realized that the devices I ordered will not work for
you since the output voltage cannot be adjusted
lower than the input.
This unit might suit your application. It is a purpose built constant current
LED driver from the same guy, and even less
expensive.

price is a bit better directly from China. My intention
is to be able to run 24 volt equipment.

For those who may recall my little LED cabin lighting project (Fred for one), I
noticed that there is some light level flutter
when my Espar heater or refrigeration is running, an effect that is not noticed
on incandescent lights. I am also concerned about
