Bryan:  If you have fasteners that will hold well in the existing 5 holes you 
show that line up with the gasket, I think I would use them along with a good 
appropriate fuel-safe sealer. The flange is starting to resemble Swiss cheese 
and I would avoid drilling any more holes if possible. If you cannot get the 
screws to bite well, only then would I drill new holes.
