Skipjacks (http://en.wikipedia.org/wiki/Skipjack_(boat)) did not like to come in to port to buy supplies and sell oysters because it meant a loss of time on the oyster beds and problems with the crew jumping ship*. So a *buy boat* would go out to them and buy their oysters and sell them supplies.
* The crews were not always volunteers and were likely to escape if given the chance.
