probably dont need new rudder but skin taken off &redone....actually not a lot of money compared to new rudder...the metal inside rudder could be stainless ..aircraft aluminium...or plain steel..most likely stainless....unless built as custom race model....when skinning rudder goto top of shaft ..this will help seal that area when reassembled....in many cases old skin used as model for new skin...some times skin reused to keep shap e......rudder skinning & rebuild is not big cost.....takes one of those possible what could go wrong out of picture....
