As Rick and others have said, 35 pounds should work for your stated use. I used a 35 Delta in SF Bay for years, although the bottom there was sticky mud.

For long term cruising I have a 55 Rocna with 300 feet of chain, and that has held in 50 with gusts to 70. But that's a different use.
