Assume you have the Barient 22 New B model.  The photoalbum has manuals for

Assuming a strap wrench and other methods fail, two more suggestions.

1.  Secure a line to a cleat.  Wrap it around the winch several times.
Take it to another winch and tighten to hold the first winch from turning.

2.  Drive several wooden or plastic wedges between drum skirt and deck.

On reassembly, coat the threads with Tefgel so it comes apart easily next
time.
