Even cruder and simpler: I typically set an oversized piece of plywood over the hole (to keep out the water), then put a cinder block on the plywood (to hold it in place). Never had a problem with leaking or blowing away.
Re-painting the mast is a different story. How big of a project are you planning? What I did this offseason was crude and simple, but hopefully effective. I had a roll of thick plastic sheet laying around the garage, and a really big twist-tie thing made of rubber-coated wire. So I just cut an oval of the plastic big enough to cover the hole with a few inches of overhang all around, then cinched it up around the base of the collar with the big twist-tie thing. It's not going to blow off, and it's not going to leak water, and it's not going to sag in. I'm in the yard and they can pull the mast as early as next week. That said, I would appreciate any tips on this project. For example, once the mast is out, How best to plug the hole in the deck?
